Public-sector work is calendar-driven in a way that private business is not. A hearing is on a date. A legislative session runs for a fixed period. A comment deadline does not move because a flight cancelled. Attendance is frequently the entire value of the trip, and there is no partial credit for arriving the next morning.
The geography is awkward by design. State capitals were often placed centrally rather than at commercial centres, which is why Albany, Harrisburg, Madison, and Sacramento are mid-sized cities with modest airline service and a great deal of important business.
Washington adds its own complication: the flight-restricted zone around the capital means general aviation uses Manassas, Leesburg, or Dulles rather than National, and the security procedures around DCA access are their own project.
Trade associations and government-relations teams make these trips repeatedly, to the same handful of places, on dates they do not control. It is a travel pattern that rewards flexibility more than almost any other.

Can you fly into Washington, D.C.?
We charter into Manassas Regional (HEF), outside the DCA flight-restricted zone and roughly forty minutes from downtown. Access to Reagan National requires a separate security programme that our operators do not hold, and we would rather tell you that up front.
Are there rules about who can pay for these flights?
Almost certainly, and they vary by jurisdiction and by whether an official is travelling. Gift and travel rules for public officials are not something we advise on — confirm the arrangement with your own counsel or ethics office before booking.
